Because most stuff is server side, people can't mod anything that will give them an advantage over other players. The developers don't really worry too much as long as it doesn't give one player an advantage over another. Again, it's a grey area, but you're not supposed to harass other players with it. If someone does remark on your damage or how well you're performing or how "badly" you're doing in casual content, feel free to ask them how they know that. If you're with friends or something it's safe to talk about in game if you trust them enough. So it's usually a "don't ask, don't tell" situation. A few do effect servers (usually housing) but the producers of the game know that the players are only making their own experiences better.
